Strange they're calling that a "filter"....it's really just a conduit so the light from the bulb goes directly to the lens. At any rate....prolly only available used somewhere. 
Hopefully someone here has a junked gauge cluster, and will help ya out. 
iirc, the "gasket" is just a felt washer...
