My guess is only an administrator can. Looking at some of the post starters it appears mostly Adam and Norsky. You can PM either one if you need something posted.

You are correct Sir. That forum is reserved for C3VR announcement type stuff. Anyone can reply to threads in there but not start one. Threads that are started in a different forum may get moved into there based on their content so that is why you may see some that were not originated by Adam or myself.
