Title Frustration

Well I contacted the DMV  (California branch) and talked to there investigater. After explaining to him my situation, that I just wanted to find the cars history because it could possibly make a huge difference on the value of the car. He came back with "there is nothing he could do" Than I asked if it makes a difference if it was an out of state car (ohio), his reply was I need to get in touch with Ohio DMV, I replied I went on Ohios web site and for $2.oo you can get a title serch done, so I sent 2.00 and its being returned, privacy laws block me. He said he would loose his job if he gives any information. I explained that I have exhausted my avenues and I know its been done. He simply said  there is nothing he or anybody else with DMV could do. Then I asked "The information does exsist somewere doesnt it? He said yes Blaaaa Blaaaa Blaaaa. Oh well I will try other avenues
