You can post pictures to forum threads at any time.
Just click the
button (next to the YouTube 
button).
Also, you can store pictures in your Personal File Folder (under the My Account menu). Once stored in your PFF, you'll have the link to the file, then you can post it anywhere.
Also, if you'd like to add a picture to your Profile or your C4 Registration (both also under the My Account menu), just look for the "Upload Photo" links in those areas.
