1990 C4 Convertible ABS Light

Does anyone have a suggestion on why this light continues to come on? I've had a new master cylinder installed and several people look at it, but to no resolution. I've determined that the ABS is NOT working, since I can lock up the wheels. I've seen a couple postings, and videos on YouTube, that it may be the relay for the ABS module and/or the module itself.
