RPM's Stay high between shifts

This started about a month ago. Run up to about 3k rpm in first, push the clutch in and it hangs at around 2k rpm for 5 seconds or so. It does this between all gears. Also, when it does finally drop, it hangs at 1k rpm for another 3-4 seconds before final idle at about 700 rpm. I've cleaned throttle body, replaced MAF sensor. Seafoam in the tank and also fogged with Seafoam.
