I had this problem with my 2005 Z51 with tilt/tele wheel. At first it was just a message on the DIC that read "Service active handling" I had Onstar do a remote diagnostic and it read that the Steering Wheel Position Sensor was bad. Then I had the problem with the brakes grabbing, that was scary the first time but after that I knew what to do, turn of the motor, restart and it goes away.
First thing I found was the TSB about installing the clip, this TSB later became the recent recall. The clip did not fix my problem! I had to take my in to have the sensor it self replaced. My feeling is that the clip will fix the problem only if the sensor hasn't become damaged.
For me I found that the problem occurred almost every time that I'd take a tight U-turn. There is a U-turn on the way to my office so I make several U-turns everyday.
I also had similar problems with being told there were no listed recalls on my car and as of now the sensor replacement is not covered under the recall. I have filled a report with GM and am waiting to hear back.

I have a 2006 but the vin was not in the range of the recalled vin's. Call your local Chevy dealer and they will let you know if your vet is in the recall.
