CA & VIN & ECM in 2005

California ONLY regulation:

2005 and later models including C-6.

Recently the California Air Resources Borad (CARB) has mandated (required by law) on OBD regulation that all 2005 model year and later vehicle ECM's must also provide the VIN number. This is intended to ensure official records and aid in Emissions and Inspections procedures.

California is getting harder to pass and do any work around Smog Check II inspections.

Future looks like OBD will talk to DMV and confrim many specs.

OBD III is the one that will talk to big brother. There is a lot of controversy about it ( and I think some law suits). That's why it's not in cars yet
