Water
in dipstick... Had no issues car has set for 3 months. Started very
rough and noticed smoke by dipstick water coming out of but coolant
levels are ok

Could simply be condensation, but we need a little more info. What does the oil itself look like? Not just on the dipstick, but on the oil filler cap too. If it looks "milky", you may have a head gasket issue.

I agree...it is normal for condensation to build up on an engine that has been setting for a while.

Change the oil, drive it and check it daily. If all goes ok then start to check it weekly. As others have stated it is not abnormal to have condensation under your oil cap or/and on the dipstick after sitting for as little as 2 weeks.
