O2 inactivity - service soon light

if you can try to get a scanner to hook up. obII cars give a lot of info out thru the scanner and more than just a number. here in nj there are autozone parts stores and they will put your car on a scanner for free. see if any of the stores around where you are do that.

IF there is no activity from the sensors, they are bad, OR there is a problem with the wiring. Even a completely stopped up exhaust will still give an O2 reading. It would more likely set a code for the exhaust too rich if the cats were clogged, and the car would NOT run very well at all except at an idle. It might also set a code for the MAP sensor. You really do need to connect it to a scanner that will give you live data readings to see what's going on with the sensors.
A '96 should be equipped with heated O2 sensors, also, which means they will be protected by a fuse. You might want to check ALL of the fuses while you're at it.
How did you check them to determine they had no voltage? They really don't start working until they get HOT...around 6-800F.

Makes good sense what everybody is saying - Electrical.  I took it to a local Vette guy and he ran the scanner and told me the results.  There really does not seem to be any performance issues and the I changed the fuse behind the passanger door with no change.  Are there any other fusable links that would knock out the signal?  Thanks!

O2 sensors make voltage...they are not powered per-se. The fuse, if present, would only be for the heating element in the sensor. Heated sensors allow them to get to operating temp much quicker, which lets the PCM go into closed loop sooner. This is more of an emissions deal that anything. So, even if you had a blown fuse, that in itself would NOT keep the O2 sensor from giving a reading once it got up to temp. The sensors create a small amount of voltage in the presence of oxygen. The PCM then determines how much fuel the engine needs to keep the mixture as close to stoich as possible, adding or removing fuel as needed. With no O2 input, the PCM will operate under a "mapped" program, so the engine will still run just as well...it just won't be as environmentally friendly.
