O2 inactivity - service soon light

My 96 LT-4 has the “Service Soon” light on; we checked code and came up with O2 inactivity on both banks. We checked the voltage from the senders and both were 0. The car is new to me, it is running good but I still have not taken it up to 6k yet. Our current plan is to check the pressure across the Cat’s to see if they are clogged. Anybody see this before? Thanks!

A '96 should be equipped with heated O2 sensors, also, which means they will be protected by a fuse. You might want to check ALL of the fuses while you're at it.
How did you check them to determine they had no voltage? They really don't start working until they get HOT...around 6-800F.
