The last time I drove my 1989 at dark I noticed that my dash, and console lights that should come on when I turn on the headlights only worked with high beam, with the driving lights on,and as soon as I turned on low beam they went out,Then when I got home I discovered that my tail lights, and marker lights,as well as my driving lights also only work if I'm on high beam..I'v looked at all the fuses in the fuse box,and they all look good...Have any of you ever had this issue,on any car?

Did you test the fuses with a multimeter, or just eyeball them? Best to test with a meter.
So you're saying that ALL of your dash/console illumination lamps don't work on anything but high beam? Tail/marker lamps ONLY work with the high beams on? I'd be looking at the headlight switch.

check your wires under the driver side dash, my lights would not come on and it was the connection under the dash.

I concur...my fog lights did the same thing until I found a couple of loose wires to the fog light switch. Things have a way of working loose over time. I would check the headlight switch itself...I've had to replace a couple of Bakelite switches (headlight and mirror) that became brittle with age and just fell apart giving weird results each time
