I guess this post says it all...lol.....
 
Seriously, you might try using your hand to lower it? It might strip the ribbon, but what do you have to loose.
 
Have you checked the fuse?

I agree...I'll take the O.P.s question at face value and assume you don't want to repair the antenna. If the mast and cable are intact and it just won't function electrically. The only way that comes to mind would be to split the housing at the bottom of the antenna assembly and remove the large gear which drives the toothed cable/mast up and down. That should allow you to raise and lower the mast by hand. The mast may have a tendency to fall down slowly while driving without the gear in place to hold it up...I'm unsure because i've never tried it. If you have a FSM it would be worth checking the "basics"...before removing the gear IMO...many times there's a simple "fix"
       
BTW...there should be one tiny nut which holds the lower housing together...any time i've had one apart for whatever reason the assembly has always been out of the car which will likely be a PIA to do since the mast is stuck up.....just sayin'Smile
