Sticking throttle plates?

My 95 has started having a high idle issue.  Sometimes it remains too high upon start up.  But, sometimes it starts out just fine, but the idle creeps up and by the end of a drive, it is over 1,000.  Typically, shutting off the engine and restarting after it's warmed up good will set it back to normal idle, where it stays until it gets cold again.  I am thinking the throttle plates maybe sticking open.  What is the best way to test this, and then fix the issue?  My husband states he keeps the throttle body clean, but I think there must be more to it.  Perhaps a sensor read issue?

throttle body and throttle blades have to be cleaned and then check for ridge inside of throttle body.
 
 
MAFS has to be gently cleaned...especially if a reusable air filter is being used (air Raid/ K&N)
 
 
 
All cleaners are specific and bought at parts stores.
 
Reply back if the easy stuff don't work.

Agree with Strat-N-Vettes. If you over oil the reusable filters excess oil can foul out the MAFS.
