I don't mean to sound like I'm asking the obvious here... but..
Has it always been this way or just recently?
Have you checked the power steering fluid?

I have waited several days to see the responses this question before suggesting anything.
Aside from the obvious already suggested: does it happen always or only when turning one direction; does everything else that might be serpentine belt driven seem to work; are there any other obvious problems associated with the cars driving responses (extremely hard brake pedal application required, anything at all in the dash cluster indicating poor charging, overheating, well, anything at all.
Need a bit more information to help with this problem, but would really like to offer help to resolve your problem.

Depending on HOW hard it is....my '85 is pretty stiff, but most of the '84-'96 cars I've driven have been a lil stiff, compared to other daily drivers. The steering feel should feel better at higher speeds, with the car moving down the road. Remember, these cars have fairly wide tires, and aggressive geometry. It is normal to be stiffer at low speeds.
