Windshield Wipers don't dock when shut off

Question: Wipers sometimes dock. What could be the problem?

1. When intermittenly working fine. Turn off they go into full operation mode. Turn off engine they dock. Start vehicle up the wipers are fine.
2. Some times when driving and turn wipers off they dock like supposed to do. Does anyone have any suggestions wjat may be the problem,
