I would have to guess and state they may be for the electric fans.
Three things:
1--trace the wires as best as you can.
2--get us a picture and post it for us.
3--check how many times each switch "toggles".
If it is a fan controller switch, they usually use just one, and its a 3-way switch.
Maybe he didnt have a 3-way, so he has one switch for complete over-ride which puts the fan ON full-time no matter the temperature.
That would make the other switch to toggle between *stock* temperature setting, and a "variable temperature" setting.
Does the car have aftermarket fog lights?
If so; maybe one is for the fan and one for fog lights.
The above is just a guess.

Whatever they are for, it's not factory/stock. They're something that someone has installed for something. Like has been said, could be for fan control, lights, fuel pump, alarm...just about anything. They could just be there because someone thought it looked cool to have them. You'll need to trace the wires, or flip them on/off and see if you find what they do...

Did you ever find out what it was for? I have a similar switch. No fog lights and the antenna didn't move. The people who owned this vette before me just treated it like a farm truck. There's no telling what it goes to until the weather warms up.
