No power to the ecm fuse

I have a 1992 corvette the tack dose not work and there is no  power on the ecm fuse I can  pull the fuse and jump a hot in the fuse location and it will run. tack steel does not work does the power come from the ignition switch through the CCM to get power to the ecm fuse are  where dose it come from the power wire to the fuse is blue and the wire out of the fuse is black and pink I can put 12 volts on the black and pink wire and it will run
