That picture above looks like the connector for the VATs system. From what I can see (and it's blurry to me) it looks like there's a resistor in that jumper added to it. If it is then it's set up as a Vats bypass if it has the correct resistor value. Home made, but works the same as the commercial ones except you disconnect the connector from the steering column for those and plug it directly into the other end of the connector.
