Intermittent Headlight Problem

Here's my problem and it's been very intermittent.

Last nite after the car club meeting I turned the headlights on and they did not rotate but the headlights were on.

I shut them off and turned them on again and the right one came up and both were on. So, I turned them off again, this time the left one came up and the right one stayed down and both lights were on.

One more time to off then on again and the both came up and worked so I went home. The both stowed correctly.

This morning the routine was the right on came up but not the left. Turned the switch off and it stowed. One again and they both came up.

I tried again at work and they both worked normally.

So, what kind of gremlin named Murphy is in this system? I forgot to mention that it
 
I forgot to mention it is an electrical problem.  When the lights don't move the motors are not running.  So, relay maybe?  Wondering if there are two as sometimes one will move and the other not.  Strange.

If it isn't broke, I haven't fixed it yet....

The bushings tend to disintegrate over time and can be purchased on line for under $10.  I had one fail, but replaced both sides.  I didn't have to replace the gears or motors, but you can upgrade the gear.

Yeah..it certainly sounds more like an electrical issue than mechanical. You should have a "Headlight Control Module" on the '90 car...not relays. That would be the most likely suspect...

the headlight control joel mentioned is located on the left side inner wheel well. the electrical test procedure is in the service manual. i replaced a motor and found out that control was malfunctioning. the headlight control is actually the relays.
