TDS?? Theft Deterrrent System. They are a number of interlocks with starter enable relay, fuel enable, door ajar, hatch ajar, key in ignition , etc. that if not working properly could cause starting problems. I think I would start with fuel and or starter relay first.
Regarding the starter soakback. That problem does not cause the engine to quit after its running. It manifests itself on an attempted restart. Sometimes an immediate restart is good but as the heat "soaks back" to the starter, a restart after 10 min or more is no go. I've had to wait 2-3 hours for the heat to dissipate enough for a successful start. Again, this is a typical 60's,70's problem and I don't know if its applicable to our C4's.

TPS (throttle position sensor) is attached to the throttle body---will not cause a no start. YES it does sound heat related to me--there is a time frame when under hood temperatures actually
increase after turning off a engine at operating temps. The temperatures rise after turning off the engine BEFORE starting to decrease. The fact that the cooling system (cooling fans and water pump) is not working after the engine is shut off---causes the engines metal parts to become hotter. It very well could a electronic component under the hood absorbing this heat and going open circuit---the term as "Dragon" used applying to the starter is "heat soak"
IF the starter is engaging and spinning the engine over at it's normal speed---then once again you OR a mechanic need to determine what is missing (fuel or spark) WHEN it will not start.
