C4 owner in need of electrical help

I received the following email message. I'm wondering if anyone here would be willing and is able to help.  I do not have enough knowledge about this stuff to help him. If you can help him, PM me and I'll give you his phone number.

I have a good friend who lives in Northern Arizona. He needs some assistance with the electronics in his 1993 40th Anniversary coupe. His name is Wayne.
Wayne is in his 70s. He has never owned a computer in his entire life and is, shall we say, very "technically challenged". Wayne has purchased a used OTC 4000E scanner for help but has never used one before.
