91' tach works when started and thats it

When I start up my 91' the needle on my tach jumps up all the way up, and then drops all the way down. From there it does not move at all. Could this be a bad tach filter?

Vette(s): 1975 metallic blue coupe with t-tops,L48, t/t steering, black leather interior. 1990 L98, white/red leather interior, auto,a/c
try disconnecting the filter and bypassing it, if it is the filter the tach should work. if it still doesn't work with the filter bypassed the i would think it would be the circuit board on the back of the tach.
