I know the best way to fix a leaky fuel line is to replace the entire length, which on our cars means lifting the body, but is there a correct way to cut a piece of line out and splice something else in it's place?

You can use a compression fitting. It's not ideal, but will work on fuel lines. They used to be used on brake lines before the introduction fo disc brakes with higher pressure. So you can trust them to hold. If they are subject to a lot of vibration on the line, they can loosen up, but won't if the line is secure any they were properly installed on a clean section of line. You can get them at any parts store.
A better way is to cut the line and flare it just like a brake line, then use new fittings and screw it together.

At that location, it's most likely worn from rubbing on the frame.
It's also gonna be a real pain to access. It makes a few fairly tight turns at the "kick up" in the frame.
