under the hood by the hood cable and the resistor is also there. whats the problem??

The problem is that the fan is not working on "high". It works fine on the other speeds.

There is a seperate power supply to the blower relay that provides power for high speed. It will be either an orange or red wire, red I think. This should have power at all time, and the relay switches this directly to the blower. The high speed position on the blower switch turns on the relay.
