hot water shut off valve

Is this valve required? Looks to me like some form of a shut off/turn in valve.What happens if it is removed? What/where is the very small white plastic line coming from it? What does that do? Where is it going? If it is a required pc. do I need a newer one?

Sounds like a PO installed the valve to reduce heat in the summer.
If you remove it, you will probably notice heat coming out the vents, even though the air vent is off.
Need a picture of the small white line to help you with that.

Sounds to me like you have a vacuum operated heater shut off valve. This white line is a vacuum line and goes into the control panel that operates the heater. Most earlier Vettes did not have them. What it does is stop hot water from circulating through the heater core when the heat is not on. This reduces the amount of heat in the cabin while you are driving making it easier for the AC to work.
 
My 73 did not have a valve so I put a manually operated one in myself for the same reason. I have to open the hood to turn it on/off but I only use it in the spring and fall.

i wouldn't like to drive around without the shutoff valve... getting way to hot inside the car .. unless you live in alaska maybe :)
as mentioned.. the small line is the vacuum line to operate the valve to  open/close .
