What is the small nipple on the top of the valve for? I just noticed whatever was there is missing. If it is a vacuum hose where does it go?

It is indeed for a vaccuum line. It comes from the heater controls in the console. They(the vac. lines for this) normally come thru the firewall just to the pass. side of the distributor. You might look in that area and see if you find a loose one there...
