Fuel Gauge and Tank Volume Question

Vette(s): 1981, dark blue w/carmel interior. 350 stock, auto tranny, Q-jet carb, ECM box
1981 vette, stock fuel tank assembly. Yesterday my gas gauge was showing just above the 1/4 mark and when I filled up she only took 12.8 gallons to fill. Per the manual this tank should hold 23 gallons. 13 gallons is slightly just below 1/2 tank so could my problem be in the float unit in the tank not floating correctly or an issue in the electronic sendng unit?
This is not a big issue but bugs me a little and figure who best to answer than the C3VR guys here.

I beleive their should be about 3 gallons reserve at empty, would that make up the bdifference. Hopefully someone will no for sure
