I am pa emmissions certified . All c3's can be made exempt by applying for classic tags . Also if you drive less than 5k miles per year you are eligible for an emmissions waver . The im program is not a problem .If however you do not choose to meet these conditions get your wallet ready depending on just how good your inspectors eyesight is . A worn engine is just not going to cut it . The smallest vacuum leaks,worn carb shafts ,valves,wires adnauseum ,etc ! you get the idea . You should be very thankful that there was a hell raised in hbg to wrest control of the testing program away from out of state contractors . Just check the mess in the state of NJ .

If and when the new Emissions testing goes into place, it will ONLY be on cars of 1996 vintage and newer. The older cars will be "grandfathered" and not need the testing. Our C3's are safe

Thanks for the reply. Currently I have an antique plate on my car
which only allows me 2500 miles a year. I would like to put true
dual exhaust on and make some hp modifications without a air pump.Sounds good thanks jim anderson/stingraybs

There is also a provision for vehicles driven less that 5k miles per year . You can get an exemption from the test ,or get a set of classic tags and you are also exempt from the test . While there are driving restrictions ,the majority of owners do not tend to use these vehicles for daily transportation . The police do not make it a habit of running around checking who drove what and how far . Pennsylvania laws are not too restrictive if you just do a little research into the situation .

I'm not exactly sure what the survey states but it's interesting to learn how states are treating our classics! It could be a boom for emission system rebuilders!
