i spent 8 months trying to figure that exact issue. went through 4
diffrenet types of carbs just to make sure is was a carb issue. I couldn`t even make a sop Finally i took it to performance tuner and he caibrated the distributor and the Edelbrock carb. I haven`t have the problem since. I`m running a 800cfm edelbrock , no choke.

 I have an edelbrock performer carb,,had no problems with it, just make sure it is jetted properly for the climate that you drive in,  good luck,,rd

Vette(s): 1981 dark metallic blue, dark doeskin leather interior, mirrored glass T Tops, 330hp/350ci GMPP crate engine, billeted aluminum serpentine system, Dewitts with dual spalls
thanks to all, pulled the airhorn off and the floats were way off.  I adjusted the floats, put her back in the car and all is well in the garage.  Hard to drive with all the rain now.
 
I am going to take your advice VetterBob and get her to the tuner.
