82 ce hard to start when cold

I have an 1982 CE that is hard to start. when I’m attempting to start the engine, it at likes it is not getting enough fuel. Have replace the fuel relay and clean all the connections. Once it starts, the engine runs just fine with no problems. when I started I found that the ecm was not working and the prom was missing.
