1981 Corvette fuel tank vent question

I'm replacing my fuel sending unit on my 1981 Base model Corvette and after removing the original tank I decide to replace it also. I bought a Dorman 575-080 tank and it does have a vent line fitting at the top, the new tank came with a screw in removable plug for that line. I'm wondering if I should hook the original vent line back up or not. I've read that I can leave the vent line plugged on the tank if I use a vented gas cap. The problem I'm having doing this is what to do with and how to secure the the original vent line under the 1/4 panel to keep it from fluttering around. I'd also like to know if anyone has done this and had any problems after it's been done that way.

Few more questions on this fuel tank installation. The Dorman 575-080 tank that I have has gray paint or sealer all the way around on the outside including right up to the opening that the fuel sending unit goes into. I'm a little curious if that paint or seller should be removed for the gasket to seat. I've also done some looking around and get all kinds of answers on the torque setting for the fuel sender, I've seen just snug them up to torque settings of 4.5 - 5.5 in.lb. all the way up to 26 in.lb. and beyond. I looked in my shop manual and assembly manual and can find nothing. Someplace has to know what it should be. I also can't find out for sure if they have a tightening sequence, some years corvette shows that they do and others you can't find anything. It just baffles me that you can't find anything that is a for sure specifications on this these things !!!
