Does any one know what the letters and numbers are. Are they a date code? or plant code?or a run number of
the amount of blocks built?

Most all dealer warranty replacement engines from that era were stamped "CE", with other date codes, and engine configuration coding. If your engine has a "CE" stamp, it is a factory/dealer warranty replacement.
