roof panel repairs

this is my first time requesting help on a post so I hope I have put it in the right place.  I am in the process of trying to repair my roof panel.  the paint around the trim is bubbling and the one shop I asked was reluctant to tie into it as they were concerned as what the problem was from underneath.  The panel is fiberglass with metal frame  so was hoping there was just something done wrong when last painted but it is more or less showing bubbles along whole side of trim front to sides.  I can only find replacement panels that are acrylic and are complete unit, I was thinking one should be able to buy the pieces repaint the fiberglass and put it back together.  Hoping there is someone out there that can give me some insight into this.  My forums haven't let me down yet.  Just so you know this is my C4 not my C3 but I don't see why that would make a difference on this panel I have a cry for help out on both my C4 forum and my C3 forum.
