Its not a good idea to pull up your headlights,you should reach under the front of the car,and push up on the actuating lever and raise them that way,by pulling them up by hand you can break the top plate off of the headlight assembly,and possibly damage other parts.the engine has to be running to work the headlights

I think the car has to be running to operate the manual override switch.  If you have to pull up your headlights manually after you turn them on, then yeah, there's a vacuum problem.

Yeah,you are right.I just went out and figured out the overide works.I pull it down twords the carpet.I get nothing?Corvette 101 here I come.Thanks.

When the lights don't pop up with the engine running and you pull the headlight switch out you definitely have a vacuum system problem.  It could be the hoses or the actuators.  Several parts places have rebuild kits for the actuators and complete hose kits.
