To me it looks like an oil fire, gasoline will burn faster and extinguish it self. The oil line for the blower may have ruptured and pumped oil everywhere finally igniting on the exhaust. The fire department should be liable for the damages caused after they arrived. It is obvious they made matters worse by spreading the fire with the water.
I too think burn outs like that are a waste of money, however I have been known to leave some twin black stripes on the road here and there
