I would say very early October 1968, Last September car was 703041 and last October was 706272.

It looks funny to me as well - the blue ribbon is next to the previous message (on the right), instead of on top of your message.
WRT VIN Number - have you tried Action Corvette? They describe the VIN number compilation.
