I'd be askeered of it. The main cage of the body is going to suffer a LOT of rust damage due to being underwater. All of the gauges are probably junk now, too. The engine/trans/diff would be OK, tho.
I think $15,000 would be a very generous price for it.

Whoever buys that one needs to be prepared to completely disassemble the car. The longer it sits without cleaning, the worse it's gonna get. Adam's right, sounds a little pricey for what it's going to need. Maybe part it out?

All true, but if it was cheep enough, I could do it. I have done work like this before.
But it would have to be CHEEP, and IT"S NOT!! And for someone to pay labor as well as parts, it would be a loosing deal.
The seller is nuts to try to get that kind of money.
