What is under the cover plate?

Vette(s): 1978 Silver Anniversary L82 Previously: 1965 300hp Coupe in 1967. 1967 435hp Coupe in 1968-70. 1969 350hp T-top w/ac and all power options.

I replaced the broken speedo cable on my '78 L-82 w/auto trans, and saw this cover plate on the side next to the speedometer gear. Does anyone know if there is something needing service inside? THANKS!
