I can barely make what what I think you are referring to...and I think those are left-over trailer hitch parts.
I went and put in a link to the larger pic...much easier to see now. Definitely trailer hitch.

It is only OK to pull a trailer if it contains an exotic boat of some sort, and is painted to match the car.
