turn signal lever not returning

what makes the turn signal not go back in place? I always have to push up or down

Looks like you need a turn signal canceling cam.  They're generally made of some kind of plastic or nylon which wears with age and use.  The steering wheel has to be removed to gain access to inside the steering column.  How much more disassembly is required I don't know...a shop manual will give you the procedure.
