My Qjet carb inst 100% opening all the way and I need to adjust the cable linkage. I looked and didnt see any obvious way to do this. Is it at the pedal?

There is no adjustment for that cable that I am aware of, other than bending the bracket(or the pedal on the inside).
It is possible that your cable is stretched, as they will over the years.
Another thing to check is the little plastic grommet that fits onto the end of the cable where it attaches to the pedal itself. Sometimes they will wear down a bit, and allow the cable to sit deeper than it should.
Also. make sure your carpeting, or floor mats, if you have them, are not bunching up under the pedal, keeping it from going all the way down.
