OK This is the steering bar that goes into the power steering pump. The threads at the end have a bear spot is that suppose to be there?

By "bare spot", do you mean a flat area? If so, then yes, it is supposed to be there. It's there to allow the bolt on the control valve to cinch it down on the shaft/rod.
The pic above is REALLY small, so it's hard to see just what it is!
Ya gotta remember, some of us(ME!) have old, worn out eyeballs!
