ALCON, I'm having troble with left rear parking brake its not releasing all the way. Ran around the block one day and smelled somthing hot  stopped the car an smoke poured out, but brakes released after they cooled. I believe that you can ajust them by rotating a small wheel through a slot in the back plate. Am I on the right track on this one? Thanks

Nope.  If it was an adjustment it would not stick sometimes, it would do it all the time.
 
A much more likely cause is the cable going to the park brake is sticking.  That would make one side hang up.

Ah yes, parking brakes, the absolute worst system to have to fix on a C2/C3.  At least right now 'cause that's what I just got done with.
 
The lever that spreads the shoes at the top may have slipped off it's little notch.
