It's a half inch bolt that holds a clamp that holds the mod valve in place,the mod turns but I cant pull it out till I get the bolt out that holds the retainer

What about a distributor wrench or offset wrench?

Ron, ya needs a 1/2" wobble socket, or a universal joint type adapter, and a long extension.
If all else fails, you may want to drop the crossmember down, but I've always been able to get at them with a wobble socket...
