I removed the Q-Jet last night for it to be rebuilt, when I went to unbolt the front two bolts they were hand tight (if that) rears were a little tighter. Not sure if it was sucking air or not, there was a spot in the center of the gasket where some material did remain on the mainifold. Also back large holes on manifold show black carbon is that normal?

I know the manifold is Aluminum so when I replace the bolts what should the torque requirement be. Should I torque it while Cold or Hot?
should I use some removable Lock tite on the threads?

Al, it does not have to be hot when torquing the bolts. I don't know the torque specs.
I would use Loctite #242 (blue).

Actually I'am enjoying working on the car. I have 242 loctite.

I was able to clean up the manifold where you normaly can not get to. also there was some paint missing on the manifold side of the valve covers. There is a bracket on the pass side that goes from manifold to AC compressor and that had blistered paint and rust. That was blasted and painted a two step baked phenolic enamel coating here in the shop today. (If it's good enough for our fighter jets it's good enough for the vette).
I ran out to autozone at lunch and got a can of GM blue engine enamel for touching up the manifold and valve covers.
It still won't be as nice as Chips (crossfire82) under hood detailing but that missing paint and little bit of rust always bugged me.
So now I have 10 days to get the car back up and running before you all get to my house.

The torque specs for the carb bolts is "Tighten until just before it snaps off". 
I don't have the specs off-hand, but I would guess around 25ftlbs....hot or cold.
Be carefull with lockin tite....might strip the threads next time you take them out...
Also, put some washers under the front two bolts, to keep them from diggin into the top of the carb.
Some black poop will be normal....caked up poop is not.
