Stock or higher flow water pump?  Once you get moving down the highway does it cool back down to normal?

Does your electric fan have a shroud or is it just stuck on the radiator?

Radiator hose collapsing restricting flow. An old hose will lose its' form strength or the support spring inside the hose is missing, although some hoses don't have them.

Thermostat not working properly, stuck partially open or shut. Remove thermostat, put it in pan and boil it to see if it opens correctly.

By the way, my LT-1 can't sit in rush hour traffic with the a/c on during out hot Texas summers.  Once it gets to 220-230 I shut it off until I can get moving again.  Then it will come back down to 190ish.  I have a DeWitts aluminum rad.with stock cooling fan and stock water pump (might be my problem).

Well first I would get rid of the 50/50 mixture. Use distilled water and only enought anti freeze to keep corrosion down ,say around 20%. Then add a can or 2 of water wetter.  Make sure all the air around the radiator is blocked off so all air has to go thru the radiator.  Decrease your timing a degee or so will help also.  A good spoiler will help too  (this helps the most when moving).  I've got a 454 and it runs 172-180 all day.  I have a flex fan on this one with a stock shroud.

Stock water pump, no factory shroud, yes cools back down in motion.

My 350/330 had overheating problems. I was using full synthetic motor oil. I changed my motor oil brand to Rotella 15-40. T4.  It resolved my issue.  Temp stay 180° not 200-210°.

Sounds like your fan needs some sort of shroud so it pulls air through the whole radiator and not just the circular area it covers.

Possibly a dual fan + shroud set up.
