Does anyone know the exact size American Torque Thruster II's will fit an 1981 vette? !7inch? What offset? Do you need spacers? What tires work well without rubbing?

Well, you could be safe and go to a plus two with the same geometric specifications like 5 on 4.75 bolt circle with 7/16 studs in a 17 x 8 with a 4" backspace (or zero offset, as you prefer). This rim would allow you to run a plus two tire and keep the same rim location relative to the hub.
