For master cylinder paint I've used the spray can "detail cast" look paint. Using a firm bristle brush, I'll spray the paint into the cap, wet my brush in it and then "scrub" it onto the surface of the master cylinder. Of course hit the surface of that master cylinder with a scotch bright pad to clean it up a little before hand.
