Once the cover/crossmember is down, you can remove the top 4 bolts that hold the cover to the crossmember. Some people can get their hands up in there to get the bolts out with the crossmember still in the car, but...not me!
Install in reverse.

) have been able to get to the top 4 bolts that hold the cover to the crossmember with it still in the car, so you might be able to also. I think it's easier to take the whole thing off, but that's just me.
