IF you want to eliminate the booster portion of the diagnosis, just push the pedal a few times with the engine off.  With reserve vacuum gone you can feel the pedal and hydraulics without the advantage of the booster.  It is a bit harder to push, but gives you a better idea of what is going on with the system.

And...with no vac. in the booster, if the pedal STILL goes down to the floor....well...there ya go! It needs a master. It will be hard to push, but, as Ken says, it will still move. A good master, with no vac. in the booster, will feel solid as a rock, and the pedal will be REALLY hard to push down any more than an inch or so.

Be sure to "bench-bleed" the master before installing it.

Don't forget about the diverter/proportioning valve, sometimes it will stick, commonly after fluid loss though.

Thanks guys for all the help; I did replace the master cylinder and then the front rubber hoses with stainless lines... one more bleeding and I should be good.

Well the second and third bleeding, (after the master cylinder and new stainless lines), is complete.  ...and now she stops; thanks again for all the help.

What do you mean by Bench-Bleed? I was considering changing out my mc because I see a substantial leak at the back of it by the power booster. I dont know if its seel or mc but Its one.

Will,
Bench Bleeding refers to bleeding the MC prior to putting it back on the car. I am sure there is a better way but I filled the MC with fluid and used a screwdriver to pump the piston; eventually fluid will squirt out...
